European Union countries, giving examples of France, Germany and Britain are the key members of EU, which are the birthplace of higher education, have a profound influence on the world higher education and have a good tradition on the higher education internationalization. The EU countries'higher education has ever affected the higher education philosophies and modes of both the developed countries like US and developing countries like China. In recent years, as the unification of EU economy, EU countries are paying more attention to the comparison and competition of the higher education; especially focus on those of the US. The EU countries now are starting the stable steps on its internationalization. They are starting from the EU, as whole, on the integration and the collaborations with world higher education with the purposes of meeting the challenges and competition of the world higher education. Though with an originality of area economy cooperation, and a purpose of upgrading the comparability of each nation as a whole, the EU has also played an active role in the education cooperation within and outside the organization after the monetary united in the 1990s.Therefore, fastening the pace of the higher education internationalization is becoming a common strategy higher education development.The thesis starts from the different conceptions of higher education internationalization from different scholars. Also points out that education philosophy, goals of talents cultivation, teaching contents, exchanges of academics and sharing of the resources are the main elements of higher education internationalization.In the second part, here explores the forces, which are promoting the higher education internationalization. It first resorts to the world economic globalization, secondly claims that the benefits of countries or regional pushes the higher education internationalization, thirdly explains that the needs of world culture exchanging and the internal needs of higher education development are also the main reasons, last finds that the international trends of pursuing world peace, the development of internet technology and the efforts of various international organizations are three powerful forces, which are pushing the higher education internationalization.The third part analyzes the reasons of the internationalization of EU countries, which lie mainly in its tradition, needs of EU economy and political integration and culture development, severe challenges of world higher education market and the fast development of internet technology.The fourth tells the procedures of the higher education internationalization from the EU, as an organization. It is seen from the regional integration of the EU countries, and outer part, the higher education world development. The procedure and paces of regional integration are discussed from the pre-EU time, the starting period of the EU and the present so-called maturing"European Higher Education Region". The outer part of the international cooperation lies in the collaborations with middle and east European countries, the ex-soviet union countries, developed countries and developing countries as well.In the fifth part, there goes to the present development of the higher education internationalization in the main member countries, given the example of the three typical countries, France, Germany and Britain, due to the different characteristics of their...
