With the development of economic globalization, internationalization of higher education has gradually become to one of trends of higher education reform and development. It has been paid much attention by undeveloped countries because it's an opportunity to improve the quality and help to achieve modernization of the higher education.The developed countries depend on their politics,cultural and economic superiority to become an center of international cooperation and exchanges in higher education.Facing the opportunity and challenge, how the undeveloped countries to develop the internationalization of higher education is mainly discussed and studied in this thesis.This paper can be divided into five chapters,the first chapter intrducts the research backgroud, review of present research, thoughts and methods in the study as a whole,and two key words are also defined.Chapter two begins from the development of internationalization of higher education to discuss the reasons,type and strategies of the internationalization of higher education in undeveloped countries.The reasons include the pushing of political,economic and information technology factors and own requirement of the higher education's development is also involved.The internationalization of higher education in undeveloped countries mainly introduce experiences of the other countries and in accordance with their actual conditions to formulate appropriate strategies.With the help of Altbach's thougts of Dependence in Education, chpater three analyzes on the status of developed countries and undeveloped countries in the process of internationalization of higher education.The developed countries are in the central position in the espects of attracting international students and professionals, international cooperation, academic studies and language usfuleness.But the undeveloped countries are in the marginal status and depend on the developed countries.In chpater four discusses the practice of the internationalization of higher education in Thailand and Malaysia and make comparison between them,trying to find out the recommendations of the internationalization of higher education in undeveloped countries. In the last chapter, the article based on the two chapters mentioned above to enunciate how the undeveloped countries to walk out of the dependence in the internationalization of higher education.In the other hand,this article also summarizes strategies and development process of the internationalization of higher education in our country.This paper argues that dependence is a draw on the learning process, and necessary historical stage for the undeveloped countries to develop the internationalization of higher education.However, they can't represent overall dependence, they should choose the reference to the successful experiences of the other countries and internalize as their own idea. The internationalization of higher education's localization development can be realized. The undeveloped countries use the dependence in the development but in the end should be beyond the dependence.
