From Administrative Control To The Common Governance: The Changes Of The Urban Community Management System

In the background of Chinese social transition, city must be managed. And we should strengthen the community, community must play a more important and greater role. The thesis, through an actual evidence investigation on the change of the H community administration system, discusses a changing process of grass-rooted community administration from administrative control to common improvement. The article in boldface definitely defines the object of this research, indicates the research method and research meaning, and has done a systematic arrangement of all the documents. Then, analyses from 1978 to 1998 the changing process of community administration system from administrative control to the bud of dwellers' autonomy. Boasting comparatively mature and complete law basis of grass-rooted community autonomy, the community administration in China begins to step into a new phase of up-bottom community autonomy. Management increasingly central neighborhood in the community, grass-roots social functions gradually to the pool. Management entities gradually diversified community, residents in the bud and be nurtured. States from 1998 until now , the changing process from improving dwellers' autonomy to stepping into common community administration. Government center lowered and power delegated, social self-sense and independent strength are nurtured, and thus community autonomy is increasingly well improved. After the systematic reform of street administration, multi-lateral subjects start to actively take part in the community administration, taking on a new situation of competitively and cooperatively initial common administration by multi-element subjects. Finally, the thesis explains the positive effects of the reform of urban community administration system on the urban society, and indicates the fact that the change should adapt to local characteristics, exploring the improvement direction of the administration of the future urban community. According to the thesis, with the division of community power and the rise of people' s power, rational division of power and balance should be taken into action in the community, thus establishing a community administration system of common improvement by the multi-element subjects' cooperation, through continuous competition.
