Since the adoption of reform and opening policies, with large scale of city construction and rapid development, the Sub-district office as district government send office, it' s domain area and population expanded rapidly, which makes the management tasks of Sub-district office more and more heavy. The original system of "Two level government, two level management" has something Departmental and regional barriers, the Sub-district office which located at the frontline has very limited authority, for lots of city management issues it usually"see clearly, reach easily, has none authority" , on the other hand, the City, District government functional organs "have authority, can not see" yet. This lead to the situation of "the one who has ability no authority, while the one who has authority no ability" . At the same time, as the economic transformation and social improvement, there has been a great change in the life of city, many new fields appear on the scene of Sub-district management, for example,"institution people" becomes "social people" ; since China has gone into aging society,aged people have increased a lot; ever-growing number of laid-off workers; more and more floating population; All these new situations apparently increased the amount of service targets and bring pressure to Sub-district management, it is hard to deal with in the old system. In this case, Shanghai government was the first one in our country created the "Two level government, Three level management" modal at the middle of 90' s. Sub-district offices take the role of the three level management just. For this new system, on the one hand, it rapidly drives forward the community development, on the other hand, it brings more and more new difficulties, such as function identification of Sub-district office, low participation etc. In my article, I would like taking my working district as an example to discuss about the current being, existing problems and future development of the new community management system.
