Diversification Of Pudong New Area, The Community Management Analysis And Countermeasures

A large number of new communities with distinctive characters have emerged with the accelerated pace of China' s urbanization, as the industrial structure, occupational structure, consumption pattern and way of living are under ongoing adjustment and shift. These new communities are brought by market economy and they are different from ones shaped under previous command economy. Since the economic and social transformation goes deeper in all aspects of Pudong New Area in recent years, communities in the area grow into a feature of diversity. Conventional cultures, ideas, customs are still alive in the area, so is the conventional ideas and ways of community administration. The demographical differences such as age, income, occupation, birthplace, education background result in diverse social groups. Different groups raise different requirements on services provided by communities. Meanwhile, people from countryside have to undergo man' s modernization, while the original city dwellers as that working class will undergo full rounded improvement to be citizens. As residents in different communities are different from each other therefore they raise different requests, however, the conventional "all the same" mode of community administration can no longer satisfy the changing requirements of new communities.The experiments on exploring new mode of community administration in Pudong New Area set an example for the rest of country. The moving population, diverse social groups and etc. bring lots of new challenges to governing communities. So the exploration in Pudong New Area helps to find out an effective mode of community administration which can be applied to other areas in the country. How to tailor community administration mode for specific communities has become a big issue that Pudong New Area Government has to deal with.In terms of theory frame, firstly we should elaborate the theory in regard to community management which includes definition, characteristic and the history evolution of community etc., summarize the primary problems existing in community management of Pudong New developed area. Then we classify the communities in Pudong into two types according to the discrepancy in the society economy position and identity of the community numbers: one is the communities in same characteristic, the other is the mixed characteristic communities. According to he characteristic and requirement of each type community, this article comes up with the general ideas of constructing diverse communities management mode of Pudong New Developed Area: adhere to the basic principle of adjusting measures to local conditions, people oriented, serving for community; adhere to running mechanism of leaded by Party and government, society and market comprehensively take part in. adhere to the running mode of "multilayer linage" on basis of community main body organization. The thesis focuses on the analyses on above issue through comparison. After the deep investigation into communities in Pudong New Area, research on their characters and requirements, it is advanced that the diverse administration mode should be adopted to enhance the governing of various communities.
