Nowadays, the propulsion of the autonomy of university and the standardizationand improvement of internal management of university become the focus of educationadministration authority and society. With the propulsion of reforms on education, ourcountry provides strong support on policy and favorable conditions.Hong Kong and the mainland share the similar social and cultural background andsocial ideas, which form solid foundation for the communication between culture andeducation. In Hong Kong, the university management is affected by the tradition ofBritish education. Combined with its own characteristics, the management style hasbeen proved to be advanced.The object of the research is four representative universities’ constitutions inHong Kong. By analyzing of the constitutions and contrasting the rules of internalmanagement, the common characteristics are concluded, that is, the decision-makingmechanism of fellowship of the government and society, the executive mechanism ofprincipal-directed administration, the academic autonomy mechanism of professorscholarship, democratic administrative mechanism of co-participation of teachers andstudents. Considering the problems on internal management in mainland universities,and the rationality in universities of Hong Kong, measurements are put forward, whichare, the exploration on establishing board-of-directors involving government andsociety, the further clarification between the Party officials and the principal, theavoidance of eroding to the scholarship from administration, greater autonomy to thebasic unit, the broadening of democratic administration and the strengthening ofestablishment of the constitutions of university.
