The teacher engagement system in our higher institution has evolved for a long time. However, due to influence from factors of the planned economy and mismatched policies, the teacher engagement system is far from perfect. Flaws like weak sense of post, preference of evaluation over employment, lifelong employment and distorted check, etc. are ubiquitous, which demand urgently to build up teacher engagement system with characteristics of our colleges and universities, so as to motivate the teaching staff team and promote an overall development of our higher institutions. At present, the Western countries with US as its representative have developed a mature higher education, and gained rich experience on theory and practice of teacher engagement system in higher institutions. For example, through more than 300 years' development, US has developed an open, multi-layer and pluralized teacher engagement system with lifelong staff system, up or go system and open engagement system as its core, which ensures a high standard and vigorous teaching staff team for US higher institutions.The paper, on the basis of historical review on teacher engagement systems of higher institutions in US and China, makes a thorough comparison on the two systems, tells the similarities and differences, and puts forward the countermeasures and suggestions for our system by using that of US as reference. The research proceeds from the following four specific aspects:1. To analyze the connotations of and differences between teacher engagement system and teacher's title appraisal system.2. To sort out the developing history of teacher engagement systems of higher institutions in US and China.3. To make a dimensional comparison study on teacher engagement systems of higher institutions both in US and China in five aspects of types of engagement, posts establishment, teacher engagement, title promotion and appraisal.4. To explore the trend of reform and route of practice of teacher engagement system in our higher institutions by drawing lessons from that of US.
