In November 2007, the 2007' China Human Resources Service Industry Expo was held successfully. The Expo is the very first time that reflecting the development of Chinese HR Service Industry comprehensively. It links the government guidance with marketing operation, the successful result with the new product, builds a bridge of communication for China HR Service Industry, gives positive influence for the further development of China HR Service Industry.At the same time, up to September 2007, there are 3,510,000 fresh graduates obtained employment. Although it is 540, 000 more than 2006, there are still 1, 440, 000 graduates have not taken up an occupation on time. In 2008 the number for fresh graduates will create a new record reaching 5,590,000, 640,000 more than 2007. Fresh graduates' unemployment continues to be the focal point, though it should born to be no problem.The quantity for graduates increases every year. With 20 years' development for Shanghai HR Service Industry, it has established three systems as Public Service's bridge, HR Agency's marketing related operation and HR Service Industry's management standardization, but throughout a whole nation, the HR service for graduates is far from perfect, both from the way and the mode also the management. It is incomparable with the quick increment.After review the basic reason for the problem, we discussed the issue from the function of HR agency, pointed out the effect in solving fresh graduates' unemployment. It is acting as the communication bridge among university, students, and enterprises as well as providing instructional, technical, and professional service to students so as to reduce frictional and structural unemployment. At the same time we also gave some advice for the normative development of HR agency market.
