Fresh graduates' unemployment continues to be the focal point, though it should born to be no problem.The quantity for graduates increases every year. With 20 years' development for Shanghai HR Service Industry, it has established three systems as Public Service's bridge, HR Agency's marketing related operation and HR Service Industry's management standardization, but throughout a whole nation, the HR service for graduates is far from perfect, both from the way and the mode also the management. It is incomparable with the quick increment.After review the basic reason for the problem, we discussed the issue from the function of HR agency, pointed out the effect in solving fresh graduates' unemployment.
