From the1990s, intermediaries of higher education which play an important role in refactoring outside social relationships, have always been a focus in academia in the context of transforming of governmental function and adjustment of social relationships. But affected by various factors, the pace of reform to Chinese intermediaries of higher education was slowed down in practice. Today the higher education subjects are diversified and the relationship between them are complicated. How to grandly and objectively perceive the development of Chinese higher education intermediary organizations? How to objectively evaluate the development of American higher education intermediary organizations? How to rationally use the experiences of the development of American higher education intermediary organizations? How to effectively reform and develop Chinese higher education intermediary organizations? This article is going to examine answers to these questions.This article attempts to compare Chinese higher education intermediary organizations with American ones. It systematically sums up the development mode and ideas of American higher education intermediary organizations and combine the results with the reality of Chinese education. Then, it puts forward details and institutional suggestions on the current reform of Chinese higher education intermediary organizations. There are seven chapters in this article. The introduction part illustrates the origins of research problems and overseas and domestic research status about higher education intermediary organizations. It also points out the the research tracks throughout full text. The first chapter emphatically introduces the governance theory as the theoretical basis and it also introduces the higher education management triangle coordinate graph that acts as the theoretical model for the development research of American higher education intermediary organizations. The second chapter introduces several main types of American higher education intermediary organizations (American charitable foundation, testing services, evaluation services, academic associations, etc.) from three dimensions of function, purpose and sources of funding. On this basis, the author reviews and summaries the total development and the existing circumstances of American higher education intermediary organizations in the third chapter. The fourth chapter briefly introduces the current development of Chinese higher education intermediary organizations. In the fifth chapter, the author combines with the reality to analyze the contributing factors and existing problems of the backward development of Chinese higher education intermediary organizations. Aiming at the existing problems in the development of Chinese higher education intermediary organizations, the author proposes concrete and institutional suggestions with combination of the advanced experiences from the development model of American higher education intermediary organizations in the sixth chapter.
