With the development of China's market economy, the transition of the governmental functions , the gradual deepenind of the systematic reform of higher education, the extension of university's autonomy right, and the establishment of macro-control means by which the government can manage the higher education, the objective conditions for building the operating mechanism of higher education which characterises the self-development and self-restraint of universities are gradually mature.We urgently need to establish a a new type of relationship suitable for China's national conditions in which government ,society and university can support and coordinate with each other.Through this we can promote the innovation of the management system of the higher education. One of the most important measures is to establish intermediary institutions responsible for the assessment for the higher education which also must be identify with China's national conditions .The fact is that the research on the intermediary institutions has been relatively weak until now.Therefore,based on the existing researches the authorities have made,the paper will give more systematic recearch on the intermediary organizations responsible for the assessment for the higher education(hereinafter called the intermediary organization)and expect to make some contributions to the development of the intermediary organizations.Combined the cutting-edge theory with the flexibility of the measures and the pointed issues, this paper will discuss how to cultivate ,promote and standardize the innovation progress of the intermediary organization and seek for the adequate model of development and the reasonable system setting of the organization at this stage.This paper include four paragraphes.The first one is concerned with the definition of the relative concepts ,the summary ,the significance of the subject, the purpose,the method and the thinking clue of the research.The second one will analyze the development progress of the intermediary organization.It will focus on the current conditions of the organization on the background of the construction of the assemment institution.The third one will analyze the elements which have impeded the development of the intermediary organization.Though the organization has gradually developted strongly to some extent in China ,there were so many questions that influenced the development of the organization including the lack of the subject ,the low authority ,the unsound law involved and the inradically changing of the goverment function.The last one is an analysis of the innovation development of the organization. Aiming at the constraint elements ,I will suggest the reform measures as followings:chaning the functions of the government, amplifing the corresponding system of laws and regulations ,and reinforcing the construction of the organization.
