Yunnan Province, Local Higher Education Funding

Higher education in China has been in a process of transition from elitist education to mass education since 1990s. The enrolment of college and university students is also enlarged in Yunnan, which promotes the rapid expansion of higher education in this province. Local colleges and universities are the main force for the development of higher education, taking the primary responsibility for the popularization of higher education. However, due to high investment and cost of higher education, the conflict between the development of local colleges and universities and the investment in education is more and more serious. In recent years, education funds in Yunnan has been increased much more than before, but, with the development of educational undertaking, the shortage of educational funds still exists, and the development of education is faced with greater difficulty. Therefore, to promote the development of Yunnan local colleges and universities, it is of profound significance to analyze the input of funds for Yunnan local higher education and find out a solution to the problem.With Marxist stance and viewpoints as the guide, assimilating relevant theory of education economics and learning from the previous achievement, the thesis makes a study on the education funds of Yunnan local colleges and universities, and puts forward corresponding solutions and suggestions.In view of the present situation of the input of education funds, the writer of the thesis analyzes the sources and composition of funds for local higher education by a comparison of some relevant data, and points out the input of financial education funds from government remains the main source of the expenditure on Yunnan local colleges and universities. Therefore, the shortage of educational funds from government leads to the bottleneck in the development of local colleges and universities, which is embodied in the following five aspects: the shortage of the overall education investment from government; the failure of local government carrying out educational rules; imbalance of educational input between central government and local government; the failure of raising funds from the society; the inability of colleges and universities making money by themselves. To settle the problem of the shortage of education funds for local colleges and universities, the most pressing matter is to increase government's investment in local higher education. Meanwhile, it is necessary to make use of the funds in a reasonable way so as to make the greatest achievement with the least money; to establish social image for local colleges and universities and build up the consciousness of donation; and to clear up the arrears of tuition in local colleges and universities. Only in such ways can local higher education in Yunnan develop in a lasting, health and rapid way.
