Local colleges and universities play an important role in the expansion of higher education in China, has made great contribution to promote the process of popularization of higher education. The reform of management of higher education, colleges and universities of sources of funding from a single government investment into tuition, donations and other multi-channel investment, while local government financial investment has become one of the main channels of local colleges of education outlay. However, as the local college enrollment expansion, the local colleges and universities financial revenue is facing a very serious problem. Although the annual total financial expenditure of higher education in China has increased financial allocations, the local colleges and universities is increased, but the per-student funding is still at a low level, the shortage of funds has become a bottleneck hindering the development of the local colleges and universities. In2012China’s fiscal educational funds accounted for the proportion of GDP reached4%for the first time, how to allocate the new educational finance is the need to focus on the problem. Therefore, the problem of local colleges and universities per-student funding in this context, the establishment of reasonable explores the allocation standard, to narrow the differences of higher education funding in Colleges and universities and location, have a positive far-reaching significance to promote better development of local colleges and universities.In this study, through the comparison of different income levels of countries, different regional countries and the BRICs colleges and universities per-student funding, mainly from the universities belong to types, level and provincial difference makes an empirical study of Chinese local universities per-student funding, to explore a reasonable standard of local colleges and universities per-student funding. Analysis on the current situation of international and domestic per-student funding based on institutions of higher learning, with financial education funds accounted for4%GDP and higher education financial funds as a proportion of GDP0.8%standard, the local government of higher education per-student funding to classify, the classification model to measure the local government investment in higher education level, so as to determine the local government of higher education of reasonable investment level. The study found that, compared with the same income level of the country, the same area and the BRICs, China has not yet reached the average level of these countries. Local colleges and universities per-student funding is far less than the subordinate college, and has not been reduced in recent years difference. The high level of economic development of the province of per-student funding is relatively high, the lowest in the central province of per-student funding. Local colleges and universities also exist certain differences, the development of Higher Vocational Colleges under financial constraints are more serious problems.
