Network Environment, Citizen Participation In Public Decision-making Of The Misconduct And The Countermeasures

With rapid development and widespread application of Internet, the citizen participation in the stage of our country is in the great changes. In the network environment, citizens can express their political will, and through their participation in the formulation of public policy activities, they provide support and pressure to the government's public policy-making. The way of Internet citizen participation in public policy-making, not only improve citizen participation in the traditional ways and means, and broaden the channels and scope for citizen participation. It has enhanced the ability of citizen participation, awakened the citizens'awareness of rights and democracy, and promoted the development of national political level forward.Internet in a positive impact on citizen participation, it also brought some problems to hamper improving the level of citizen participation. The own limitations of Internet, the politic quality of citizens, the government's attitude of citizen participation and other factors, make the situation of disorder and confusion happened. The behavior of citizen participation is specific external performance of participation activities, citizen participation in the disorder and confusion of, making the behavior of citizens in acts of corresponding situation of disorder and anomie. Such acts of anomie behavior bring many obstacles and hazards to the network of citizen participation in public policy-making.This article subject is intended to anomie behavior of Internet citizen participation in public policy-making. The research foundation is established in the study of Internet citizen participation theory, through the analysis of anomie behavior, to find the formation of anomie behavior and the reasons of citizen participation, summed up its characteristics, types and hazards.This assay altogether is divided into six chapters. The first chapter is the introduction. The main topic describes the research background, the topics selection and research significance. The theory at home and abroad to support related research has laid the cornerstone of this assay. The fifth chapter is the part of solutions. Through the groundwork and analysis of the first four chapters, the main answer of this part is"how to solve the loss of participation behavior"the problem. The last chapter is the concluding part of this assay.
