Finnish Women Politicians On Public Policy Making, From The Perspective Of Gender

Finnish women are very active in political participation. The number of female voters has already surpassed that of the male ones for long. The proportion and position of Finnish women in the political institutions are also very high. No other country can ever see such deep and wide political participation of women.In order to better understand the relationship between women's political participation and their interest expression, the Finnish women's impact on the public policy making and its reasons were analyzed from the gender approach, focusing on the cases in the job training areas. This article proves that there are behavioral, institutional and structural reasons to help explain the Finnish women's successful impact on the public policy making.The article is composed of for parts besides the introduction and conclusion. First, the gender theory and the concept of public policy are elaborated and their relations are also discussed. The second part is a brief overview and analysis of Finnish women's impact on public policy making. Then it gives the four job training cases a close shot to see how women behave to exert a successful impact. At last the behavioral, institutional and structural reasons are given to explain Finnish women's success.
