Social Integration Perspective Of Beijing Floating Population Policy Research

As the capital of China, Beijing has been attracting mountainous floating population since 1978. The number of the floating population in Beijing in 1978 is 210,000. but in the June of 2007 , the number of the floating population in Beijing has jumped up to 5107 ,000, which is about 24 times than the number of 1978 , equal to the 43 percent of the native population and means that there are one floating population in three natives. With the rapid economic development and internationalizing, Beijing will attract more floating population than before. Therefore, analyzing the e-volution and the tendency of the Beijing floating population policy not only is an extraordinarily prescient subject, but also has profound theoretical meaning and policy value.Social inclusion theory is a useful perspective for analyzing Beijing floating population policy. The concept of social inclusion derived from Europe. Social inclusion is a multi - dimensional concept, involves economic, social, public welfare, political, cultural, psychological etc. Social inclusion theory focuses on the excluded population, especially on the plan or project the government and NGO make to promote the inclusion of the vulnerable groups. Because the social inclusion theory emphasizes the role of the government in the social protection of the disadvantaged population, the social inclusion theory provides a special perspective for analyzing the policy of the floating population.In the perspective of social inclusion, based on countless documents of the research on floating population from the central and Beijing government since 1978, the paper concludes that the policy of Beijing floating population has transferred from social exclusion to social inclusion, precisely from "open policy" to "control policy" , and then "inclusion policy" , and defines the period from 1978 to 1988 as the "open policy" period, the period from 1989 to 2002 as the" control policy" , and the period from 2003 up to now as the "inclusion policy". To promote the inclusion of the floating population is the trend.Because the inclusion policy of floating population has only just begun, the policy has faced many outstanding issues. Firstly, the inclusion level of the floating population is very low. Secondly , the floating population inclusion policy is a control - style inclusion policy. The last but not least, the structure of inclusion policy is not yet clear.Based on the trend and the status in quo of the floating population inclusion policy, the paper suggests the pathway of improving the inclusion policy of floating population as follows: guided by " treating equally, regulating and controlling scientifically, improving service, promoting inclusion" , regarding gradual inclusion as tune, taking scientific regulating and controlling as thread, considering the reform of the household registration system as start, thinking of community inclusion as end, centering on improving quality and promoting services of the floating population , perfecting the regulatory mechanism of the floating population inclusion policy, putting the citizenship service for the floating population as tendency.
