Since China’s adoption of reform and opening up policy, a large number of rural surplus labor force pouring into cities where gradually formed a huge floating population group. With the step of urbanization, industrialization and the social structure changes in the new century, the traditional dual structure between urban and rural evolves into a new dual structure issues in the city. Then there became the increasing population of the new generation who are changing the internal population structure of this huge labor force, and new social problems with new needs of the floating population is coming out.With a mixed method based on qualitative research and supplemented by a quantitative research, research analyze the current social inclusion situation of the new generation of floating population from the dimensions of human capital, economic, social relation, identity and culture. It is expected through analysis and exploration to find the approach of social inclusion and the development trend.Through empirical research, the social inclusion of the new generation of floating population is divided into two stages. The first stage including the dimensions of human capital, urban economic and social relations forms two pairs of the interaction of social inclusion approaches, which are human capital-economic and social relations-economic. The constant promotion of various factors in the first stage produces a great impact on the dimensions of identity and culture of the new generation of floating population, and then forms the second stage of social inclusion, where the new generation of floating population partly show the trend of social integration.The dimensions of human capital and urban economic are playing important roles in the social inclusion path of the first stage. There are two primary causes of the problems like lack of human capital and employment discrimination. One is the social structural problem of the imbalance of regional development and the other is the unfair distribution of resources because of the policy barriers, which leading to the obstacles and constraints of the social inclusion of the new generation of floating population.To solve the problems fundamentally, there is a must to improve the national macro planning and promote balanced region development, thus make a more reasonable policy of floating population.
