The non-responsibility of pre-school education determines that charging to parents is a still current and future main source of nursery fees. However, in recent years, the relatively lower charging standard and "higher expend's entrance into kindergarten" have been two hot discussion topics and education cost charing causes people's more attention. The education cost means the value of resources to spend for education service, and it is necessary to study the education cost of indergarten with social's development. With the debut of "state long-term eductation reform and development program", the ministry of education will start to research education cost of kindergarten and formulate the the charging standard of pre-school education according to investigation situation.Education cost is an important basis for kindergarten to formulate charging standards. Firstly, the paper elaborates the concept of education cost, pre-school education cost and its included items and analyze the accounting method of pre-school education cost, making good preparation for following research.The paper investigates the education cost and income of kindergarten of A city adopting questionnaire and interview method to abtain data and materials, summarizes and analyzes the survey results. According to the education cost, the paper analyzes kindergarten fees from the relationship of income and education cost, charing standards and income sources of kindergarten, and makes conclusions as follows,bigger gap of income and cost, relatively lower charging standard and less financial input of government. The main reasons lie in the increased education cost, the relatively lagging behind of charging standards, government's less input resources and unbalance of resource distribution.Finally, according to the investigation conclusions, we provide some pertinent countermeasures and suggestions as following, accounting education cost scientifically, controlling pre-school education cost rationally; formulating scientific and reasonable charging standards according to education cost and following the principles of "higher quality and higher price", affordability and timeliness.By establishing a special fund for the preschool education, improving the use efficience of public education funding, increasing the hidden input of Private kindergartens to increase input and support for pre-school education and free reschool education will be a trend of pre-school education.
