Personal learning environment (PLE, Personal Learning Environment) which emerges under the promotion of autonomous learning, lifelong learning and informal learning is a new kind of learning environment. It emphasizes the learner-centered, and provides a good support for personalized learning. PLE has usually been applied to informal learning since being introduced. Seldom has it been used during standardized higher education process. However, higher education is becoming more and more need for providing personalized learning environment to learners. At the same time, the research of personalized platform for regular higher education is relatively rare.To meet the current needs of higher education, this paper studies the PLE under the background of blended learning which combines formal learning with informal learning, and builds the personal learning environment to support personalized learning and teaching management. At the same time, the MOOCs model is used to promote the study of PLE, which makes PLE support personal learning better, and help to improve the level of teaching management. First of all, this paper in-depth analysis the research status about the related theories, practice methods and application of PLE, MOOCs and blended learning. Then, by exploring the relationship between the personal learning environment and MOOCs, or blended learning and combining the existing views of learning environment elements and personal learning environment elements, the components of the PLE which is based on the MOOCs model and blended learning are summed up. Based on the analysis above and the demand of higher education in universities, this paper proposes a theoretical model of PLE based on the MOOCs model and blended learning. Finally, the paper carries out a practical research which bases on PLE theoretical model and uses the method of software engineering.This study also verifies the effectiveness of the proposed model of PLE in practical teaching environment. The results indicate that, compared with the traditional learning platform, the PLE constructed under the background of blended learning and based on the MOOCs model can meet the study demands of each student better. As a result, the learning outcome improved notably.
