| With the great development of information technology and the popularization of the network technology, more functions of GIS have been evolved to take huge advantage of the development, resulting in great prosperity of the application of WebGIS. Since the WebGIS is base on network platform, it change the traditional GIS. So, it will become the developing tendency for GIS.This projetc base on the research case of UESTC QingShuihe digital campus GIS, explaine the designing and implementing of the WebGIS of digital campus. Constructing a digital campus make use of internet technolgoy, infomation communication technology, computer technology to digitize and informationize all the information on campus relate to research, teaching, management and other services, thereby a virtual campus beyond spaces, which not only opens to insiders of the campus, but opens to the whole society, can be built.Digital campus GIS is an application base on the WebGIS. This artical firstly discusse nowadays the international development of the WebGIS and make an introduction of technique feature and implementations of the WebGIS, besides explaining the importance and necessity of constructing digital campus for UESTC. A WebGIS digital campus model of UESTC QingShuihe campus is brought up, which base on MVC mode, to separate the operate on the map. In the mean time, an introduction of requirements analysis, the guidline and target of the design of the whole system,and functional design of UESTC QingShuihe campus digital campus GIS make. Next, this article did some research and discussion about the platform of the WebGIS server --ArcGIS Server 9.3 which is used by the system, and introduce the constitution and structure of this platform, explain the operation mechanism of ArcGIS Server 9.3. System integral structure design use J2EE technique to layer the system, and develope with standard JSF and JavaADF in order to enhance the maintain ability , accelerate the development cycle and lower the risk. lastly, this article explained the designing procedure of geodatabase of the system, analyze and discussed about part of the code of the functional design and implementation, and the crucial research work related, also, tests hold for all the functions in the system.
