The development of the tertiary industry is the inevitable result of the productivity growth and social progress, which is an important symbol of modern social and economic development level. When the economic development reach to a certain level, the development level of the tertiary industry will be higher than that of primary industry、secondary industry, which has an obvious role to national economy. Our country has entered this stage. In order to achieve the grand goal of socialist modernization, our country is supposed to seize this opportunity to promote the development of the tertiary industry, especially the modern tertiary industry. The tertiary industry development level of the eastern coastal areas is higher than the national average because of relying on foundation conditions such as superior geographical advantage, policy advantage, strong economic. But the development of internal structure is unbalance. So we analysis the tertiary industry internal structure characteristics of the eastern coastal area、 evaluate the regional comprehensive development level of the tertiary industry、analysis the spatial agglomeration of industries, lastly we put forward countermeasures and Suggestions which to the tertiary industry sustainable development of the eastern coastal area. This will has important theoretical significance and practical significance for the eastern coastal areas and even the healthy development of the tertiary industry.Firstly we reviews the related literature concepts and theories of the tertiary industry. Based on the whole analysis of the tertiary industry development situation of eastern coastal areas, we study the internal characteristics of the tertiary industry sectors from the tertiary industry structure, employment structure, investment structure and benefit structure. Then we use Industry concentration coefficient to analyze the tertiary industry spatial agglomeration of the coastal areas, and present the industry agglomeration status using MAPGIS charting. We try to select relative quantitative assessment index to build the tertiary industry comprehensive development level index system of eastern coastal areas, using the factor analysis method to study the regional comprehensive development level of tertiary industry of the eastern coastal areas in 2004-2012.After studying the tertiary industry development evaluation of the eastern coastal areas, we use the grey correlation analysis method to analysis the main influencing factors on the tertiary industry development of the eastern coastal through the establishment of index system. According to the quantitative analysis conclusion, we put forward Suggestions to promote the development of the tertiary industry of the eastern coastal area.Through the research and analysis, we come to the following conclusion:firstly the tertiary industry of the eastern coastal area has little contribution to the national economy because it has small proportion and total in the overall industrial structure. In view of the level of industry and the structure development, its development level remains to be further improved. Secondly, the eastern coastal areas has a big difference on the internal structure of the tertiary industry. The traditional still occupies the important position of the tertiary industry.The output value and employment proportion of emerging tertiary industry has a small position in the tertiary industry. The unreasonable of internal structure has a bad influence on the development of the tertiary industry. Thirdly the development of the tertiary industry in eastern coastal areas is unbalance. SO, the government should further optimize the environment of macro regions and regions should give full play to their advantages so that we promote the comprehensive development of the tertiary industry.
