After years of practice and exploration, State Grid Corp of China has established the strategic goal what was to create world-class smart grid and to be the first-class enterprise in the world, and walked out of a development road with Chinese characteristics in the innovation of the power grid enterprise. But due to historical reasons,the management system and mechanism of China State Grid Corp were levelã€chain length and low efficiency what has formed a serious constraint on creating the world-class power grids and being the international first-class enterprise. According to the planning of the special high-voltage power grid in "Twelfth Five Year Plan", Zhejiang Province is going to build six new UHV projects, additional transmission capacity of 34000000 kilowatts, which equals to 11 ~ 12 seat of Lanxi power plants. In order to accelerate the construction of special high-voltage power grid development, China State Grid Corp chosen the Zhejiang Electric Power Corporation as the first pilot unit, undertaking the main tasks of UHV construction. The urgent problems of UHV construction are how to promote the construction of UHV better and how to construct management system of UHV, adapting to the actual of provincial power grid enterprises.According to the strategy of the enterprise development and the planning of the special high-voltage power grid in "Twelfth Five Year Plan", This paper has the theoretical researches and empirical researches on the management system of UHV construction for Zhejiang Electric Power Corporation. This paper proposes solutions from various aspects, such as the organizational structure, responsibilities, management content, work flow, personnel allocation, supporting measures and so on. Through the transformation of organizational structure, management innovation, optimizing business processes and reducing the level of management, management organization of the UHV construction is clarified, management content and job requirements are cleared, the centralized management of key link is strengthened, the new mechanism of UHV construction management with longitudinal through,horizontal collaboration, that the power and responsibility is clear, smooth process and efficient management, is set up. The favorable condition in enhancing the construction of UHV power grid management is created. This paper provides the reference for the follow-up of other units in the UHV construction management work and lays the foundation for the overall implementation of UHV construction management intensively, flatly, professionally and leanly. |
