At present, the world economic internationalization and regional ization, collectivization development rapidly, mutual influence and mutual dependence between countries are growing. Since 1991, the Uni ted Nations development programme (UNDP) attach importance to and sup port the development of tumen river area of international cooperatio n, the pace of the tumen river regional economic cooperation is mome nt and stopped. Though, by the relevant departments of the state, h owever, Korea, Russia (Sue), Mongolia, Korea, and jilin province government’s continuous efforts, the tumen river region economic coo peration has made certain progress, but compared with the targets se t by the UNDP1991 years also far. Not only peripheral hardware constr uction need to be further strengthened, and the soft environment con struction is also cannot be ignored. The stand or fall of soft enviro nment for the sustainable development of a country or a region has pi ayed a vital role.
