A Study On The Orientation Of Investment Function Of Yangzhou Municipal Government

Since the reform and opening up, as the important ways and effective means, investment promoted local economic construction, social development, the modernization process, and the employment of urban and rural residents, which get great importance and widely used by local governments. At this stage, the position, implementation and ultimately realization of investment still needed a series of public management means by governments and departments. At least from all effectiveness, the government-led investment model is undoubtedly valid at this stage. But at the same time we must clearly see in the investment promotion and capital introduction there are a lot of absence of misalignment and offside, the investment function position is indispensable by local government in the implementation of public management process so that it become an important object of study of public management science.Yangzhou is located in the Shanghai economic circle and the intersection of Nanjing economic circle area, in recent years it had some supporting policies for related key industries and had made some achievements. But Yangzhou’s slow scale growth, few big foreign projects, short of business area, less supporting policies, etc., in terms of utilization of foreign capital and foreign capital quantity obviously lags behind that of other cities, which had a strong representative.Firstly, this paper analyzed the background and significance, leads to the basis of investment functions positioning that describes the main problems from five aspects, including governmental problem, economic problem, ecological problem and social issues problem, team professional problem. Secondly, analyzed and got inspired the basic experiences of the Singapore government’s investment functions. Transformation of government functions is the key to investment success; the government should continue the transformation of economic management in accordance with the changing international situation. In addition, this paper using charts and figures to describe size, structure and speed of Yangzhou investment, and compared it with the developed cities in Jiangsu province, then analyzed the gap from developed cities on main causes and inspirations. Finally, as Yangzhou City for an example, analyzed the positioning functions of government investment must distinguish opportunity and unfavorable factors. Yangzhou municipal government should take a series of measures and initiatives in completing the government-led, making a good function of enterprise intermediary, clearing industry direction, optimizing the industrial structure, perfecting the laws and regulations system, setting up scientific evaluation mechanism and restrict quick buck, strengthening the service function, optimizing the investment environment, improving the structure of the staff, strengthening the business training, and taking a series of measures and steps, perfecting the functions of investment promotion and capital introduction to provide reference for local city.
