Functions Of Position In The Local Government Investment Research

With rapid growth and strong development tendency, thirty-year investment promotion of China has witnessed the achievements of China about reform and opening up for 30 years. Since reform and opening up, with the capital of a shortage in the background and development of economy, the government needs to be the leading force of investment, incidental to the investment with high development and occupies the leading position gradually. The modes of the government leading functions to investment is played an important role for local economic development indeed, but is also derived from a series of questions. Investment is a kind of market behavior, should follow the market laws and progresses in the field, it's wrong for location of government functions about the government leading investment, and it must hinder the development of market economy if there is no change in functions in time. How the government position investment function in the correct location, and promotes investment health development has become a pressing problem need to be solved the current.The article, by illustrating the development of Chinese investment promotion system, sums up its operating characteristics and effectiveness which has obtained. Besides, it analyses three harmful sides in political, economic and social aspects of government-led investment functions, and find out effective way to change the traditional government-led investment functions.By the function, characteristics and achievement of current local government dominated investment promotion mode, this thesis discusses the negative effects and focuses on the necessity of converting the functions of local governments on investment promotion. On the above, this paper probes into case studies came from the investment promotion practice by the New District of Zhongshan, and try to propose the mode of government-guided investment promotion and elaborate in details on how to set up the government-guided investment promotion mode, which may be useful for the local governments to find their proper role in investment promotion.
