China’s development has present a series of new periodical features since 21 Century: It mainly showed that our country’s economy had been significantly strengthened thanks for government’s effective implementation of the macroeconomic policy, protruding efficient operation of government departments. China joined the WTO in 2002, explicitly stipulated China needed to gradually open up the domestic market. Joining the international organization mean China would be able to import international advanced technology and operation experience, but in a way, it would also bring a sense of urgency of "wolf" coming and bring new challenges to the organization’s original competing capability.Inland government’s original shortcomings, such as overstaffed, lower operation efficiency etc, have been removed or improved in certain ways through reformation, but some organization managements at present time still focus on original domestic mode, do not totally understand and focus on establishing organizational culture which is an important source enable organization to be operated efficiently. At present, due to rapid changing of development of the market economy, government organization’s work will become more onerous and difficult. If organizations do not carry out efficient reformation to catch pace of the world, but still remaining in the original domestic operation mode instead, then difference between market economy and high efficiency operation mode of international government will become wider. In order to be internalization and have the ability to effectively deal with the challenge, relevant government organizations need primarily to take the effort in improving the organization function under the total policy and principle of Party and the country, enable operation of the organization can cope with the demand of the market and to increase organization’s activities function to reach international standard and well serve the people and the enterprises.This dissertation will study the government organization culture by referring to method of enterprise management, clarify important influence of the organization culture to the development of the organization, in the meantime, find out organization culture’s important function to the employee engagement for the purpose of providing the reference to organization’s people oriented operation through analysis of the actual conditions. Wish organizations can recognize importance of organizational culture and take corresponding active measures to settle down the organizational culture work, enable it to be increased to a certain height, thereby to provide organization competitiveness to create economic value and continuously contribute to country’s economic prosperity.
