With the deepening of the "three rural" work of our government to the poor mountain farmers paid special attention to the economic development of the family, the status quo mountainous rural household income and consumption, the current situation in which there is a problem, the cause of the problems, and how to promote poverty mountain peasant family economy and other issues naturally became a topic of concern academia. According to Chinese scholars on poverty in rural areas, farmers economic rationality problem, peasant family relationship between income and consumption issues made theoretical analysis and practical experience, the use of questionnaires, conduct interviews with villagers, combined with other methods of data collection, select a poor mountainous areas not yet out of poverty "S" village to conduct field investigations, in order to study the general status of the general problem poor mountain farmers in their family’s economic development process of the present. Based on the North Sichuan Nanjiang preliminary "S" village made questionnaires and home interview, I collected a lot of questionnaire data and interview data, and based on current theoretical research done by academics in poor mountainous rural areas and field survey methods, the author analyzes the basic status poor areas of rural household income and consumption, one is the basic structure of farm families, including the head of household’s age and sex, the villagers of education, family size of three parts; two farm families The main form of income, in particular income into four different categories namely migrant income, earnings grow crops, animal husbandry and aquaculture production and other income and household income Lint; three peasant household consumption type, the author summed up as five The economic costs of different ways families namely children school fees, housing repair housing costs, medical treatment costs, the cost of agricultural production and human transaction costs. Then it analyzes the local farmers in their household income and consumption in the problems, household income mainly include six major problems, household consumption mainly analyzes four aspects; at the same time, the author based on local conditions, farmers Family itself, internal and external environment, national policies combine the three main reasons that lead to the above-mentioned stepwise analysis of income and consumption issues arising. Finally, the author based on the above analysis, the mountains of northern Sichuan poor rural household income and consumption development strategy conducted exploratory research, and proposed regional characteristics of eco-style economic development objectives with the actual situation of local peasant family economic development, including household income growth countermeasures six areas:First, adjust the industrial structure, focusing on environmental protection at the same time to achieve poverty alleviation; Second, local conditions, to support the development of local characteristics of various sectors of the economy; Third, to carry out activities to change our habits to break peasant family ideological shackles of economic development; Fourth, strengthen scientific and technological services and promotion of technical progress addressing domestic economy lacks capacity issues; Fifth, to promote respect for workers start to solve the financial problems of economic development of peasant families; Sixth, flexible use of measures to alleviate poverty, protect the healthy operation of the rural economy. Four stimulating growth in household consumption advice:First, to increase farmers’income and boost consumption growth; Second, to cultivate good consumer environment, expand consumer demand villagers; Third, get rid of the backward concept of consumption, the promotion of healthy consumer culture; Fourth, stable prices of agricultural production, encourage the establishment of rural consumer credit business. Creating a new path promote poor mountain areas and even entire families to become rich peasants.
