For each country of economic development, it is necessary to obtain the followingresources such as: natural resources, economic capital, science and technology, andlabor force (human resource)...Labor force is the most important in these resources, itplays the key role for the development of each countries’ economic. Although a countrywith abundant natural resources, modern techniques and machinery but lack of qualifiedlabor force cannot effectively exploit these resources to develop its economic.The quality of labor force is a very important issue. It is one of the key points ofthe production forces. As economic grows faster, investment rate is higher and businessactivities are more and more, technology is more modern, production methods is moreinnovative, social production degree is higher and when the manufacturing economyturns into knowledge economy, the demand for the quality of labor force is higher.The quality of labor force is more important for Vietnam because Vietnam nowis a developing country.The economy of Vietnam is a developing planned economy andmarket economy, Vietnam is in a period of being integrated into the global economy, theeconomy of Vietnam relies largely on Foreign Direct Investment to attract the capitalfrom overseas to support its continual economic rigorousness. Moreover Vietnam hasjoined WTO with free market commitment, will be fully open market in2018. InSoutheast Asia the ASEAN community is gradually forming, ASEAN free market willopen by2015year. The competitive pressure from the open market to Vietnam economyis higher. Vietnam should take advantage of the cheap and abundant labor force tocreate a competitive advantage in the market. However, Vietnam is losing itscompetitive advantage on the market because of its low quality of labor force. Rurallabor force accounts for majority part of Vietnam labor force, so improving the qualityof rural labor force will also enhance the competitiveness of Vietnam economy in future.For this reason improving the quality of rural labor force is becoming an urgent demandfor Vietnam as it is in industrializing and modernizing process. Workforce training is akey factor to speed up industrialization and modernization and agricultural workers in rural areas have an important role for sustainable development of the nation. Theresearch of dissertation focused on peasant educational policies to improve quality ofrural labor force in Vietnam today situation.By consulting the results and method of foreign theoretical and empiricalresearches into human resource development, human capital, improving quality of rurallabor force, the dissertation puts forward concepts of labor force, human resource,human capital, population, the characteristic and role of rural labor force and thecontents of improving the quality of rural labor force. Based on analyzing the results ofempirical researches on improving the quality of rural labor force in Vietnam, theopportunity and challenge of improving the quality of rural labor force in Vietnam arealso pointed out.The dissertation focuses on the effect of rural labor force quality for ruraldevelopment in Northern mountainous area of Vietnam, analyzes the reflection ofpeasant education on the quality of rural labor force, the growth of peasant income, ruralhousehold income. It also shows the effect of education on rural household heads tocope with life and economic activity risks and investment and on the rural economic inVietnam.By analyzing the present situation of rural labor force, the problems of thequality of rural labor force in Vietnam as well as the causes of these problems, thelimitations of education policies, human resource development strategy the countrysideof Vietnam. The dissertation also study on the education policies and human resourcedevelopment strategies for improving the quality of rural labor force of China anddeveloped countries to draw some important experiences to apply in Vietnam in future.From the analysis results and experiences, some solutions are proposed to develop astrategy for improving the quality of rural labor force in Vietnam. The strategy includessolutions and policies to ensure rural sanitation, rural health protection services forpeasants to improve the peasant physique and health; the basic education and vocationaltraining policies to improve labor force general education level and technical abilities. Anon-formal vocational training modal for rural labor force is also proposed in thisresearch to improve the quality of rural labor force in Vietnam.
