A Study On The Policy Of Micro - Guarantee Loan For College Students In Shaanxi Province

Employment is one of the core issues in economic and social development. The total number of Shaanxi Province fresh college graduates was 306,000. The required number of town employment people is over 700,000. However, Shaanxi Province only can offer 350,000-400,000 town employment posts. The gap is very great, so how to improve the employment of college graduates becomes the public concern. There are lots of ways to improve the employment rate of college graduates. Self-employment is an active form for college graduates to solve the difficult of employment. Entrepreneurship can provide people with more job opportunities, which can achieve multiplication effect on employment and create motive force for the sustainable economic development.Combined with the supporting policy of college students entrepreneurship, the paper takes Shaanxi entrepreneurship supporting policy as background and focuses on the analysis of small secured loan policy. Also, the paper does macroscopic analysis on policy implementation situation and effect in recent ten years. The summary of change rule of Shaanxi Province small secured loan policy in recent ten years can be divided into four stages: smooth exploration stage, rapid growth stage, blind expansion stage, controlling and adjustment stage. In addition, the paper pointed out that the scale of small secured loan keeps corresponding balance with the local fiscal level. Meanwhile, the government should strengthen the policy risk prevention from post-lending management, track service, risk warning and fund monitoring.The paper uses empirical analysis method to analyze the effect of the policy implementation in recent five years. By autoregressive model and Granger cause test, the paper concludes that the increase of the scale of college students small secured loan and the growth of local GDP can directly promote the growth of employment rate, so the number of employees can be increased accordingly. In the end, oriented by the problems, the paper provides suggestions for improving the policy system. The employment can be promoted by enhancing the policy effect and improving the success rate of college students entrepreneurship.
