China has made a reform on the endowment insurance system in 1997, and established partly accumulation system of combination of the whole account and the individual account, in which the individual account system is important content. However, since the introduction of the beginning of the individual account system, it has just been operated in an empty state for a long time. Because the government did not take responsibility to solve the system-transition cost, but to transfer the individual account fund to the whole account, in this way trying to gradually digest the system-transition cost, which makes that China’s endowment insurance system is still pay-as-you-go in fact, and the individual account only become a way of treatment plan, losting the accumulation effect, violated the original intention of the reform. As a result that the empty account scale expanded year by year, in 2014 it reached 3.2 trillion, affected the sustainable development of the endowment insurance system, which makes the study on the future of our country’s individual account system reform path particularly important.This paper argues that the individual account system reform path must first to evaluate the individual account reform, and this kind of evaluation should not be confined to the results of the present situation of the reform, it should follow the value behind the reform, to research the legitimacy and the rationality of the reform. This study selects an standard of consent as the value standard to evaluate the individual account reform. This article is divided into three parts:Firstly, to comb the content of the theory of consent and summarize the connotation and value of consent, thus put forward the applicability of making consent as evaluation standard of the individual account system and the evaluation dimensions; Secondly, to evaluate the individual account system from the perspective consent, and find the performance of the individual account system conforming and against to consent; Thirdly, to evaluate two kinds of reform path, which is Notional Defined Contribution and fully accumulated personal accounts, and analyze these two paths in the realization of consent and promoting personal opinion expression and rights, in result this paper found that the fully accumulated personal account conforms to the requirements of consent more, and reflect the status of individual as a subject of decision-making, it’s conducive to play the resource-allocation efficiency and improve the fund investment income, safeguard the endowment rights and interests of individual.
