Pallet is an important symbol of modern logistics and is to achieve logistics and transport Unitization, standardization, improve handling and transportation efficiency and reduce logistics costs. Even is known as one of the two key innovations of the 20th century in Logistics Industry. At this point, Tobacco Industry emerged several palletized transport companies like Zhejiang Tobacco Industry Co., Ltd. But those companies face with the high cost of logistics, asset difficult to control tray, tray transport quality is difficult to achieve complete customer satisfaction at the same time. Currently, in developed countries, has been quite popular transport palletized. Standard pallet transport rates in Australia, Europe, Japan, Korea and other countries has reached more than 70%. All these countries have uniform standards, rules of engagement. Part of them have established industry association, other countries have established leasing companies. They make use of the lease system or exchange system to achieve a Pallet Exchange. In the logistics efficiency while dramatically to achieve a good resource for pallet control and management.After a comparative analysis of the world Pallet Exchange patterns and characteristics of the tobacco industry supply chain. Besides pallet transport standards what have been completed, we believe that a well-established common logistics pallets full life cycle management system is needed. Therefore, we focused on the characteristics of the tobacco industry tray equipped with RFID ISO 18000-6B standard label use. We developed a performance test system of capable of pallet labels, pallets appearance defect detection and tracking pallets full lifecycle automation flow detection system. This equipment enables the entire stack pallets split and stacked, quickly realize the 6B labels detection, pallets appearance detection and realizing 6B label information Linked pallets identity ID. And then formation evaluation system to provide a theoretical basis for pallet transfer, retirement, procurement and other business activities.However, for Zhejiang Tobacco Industry Co., Ltd, there are more than 120000 pallets existing, detect each pallet every time costs too much time and effort. But lacking of detect cannot get the test data used to assess whether it is also suitable to continue to be used for product transportation. Therefore, this paper use mathematical theory of reliability, build pallets deterioration model, calculate the cost function and reliability change point. Optimize the testing cycle and pallet dispatch eventually. Enhance the research of logistics pallets full life cycle management system.
