Research On Reconstruction Of UPS Excellence Operation (OE) Operational Assessment System Based On Balanced Scorecard

With the rapid growth in China economy, logistics industry, especially in express pickup and delivery services, is facing tremendous growth as well. The competition between express providers has also greatly increased. Currently the operation department of many express enterprises are still lacking effective and efficient management and performance measures. Therefore, developing an effective operations measurement system on daily operations and future strategies to increase the quality of Operations Excellence to become the leading player in logistics industry is very important and necessary.This thesis focuses on the inefficiencies of current UPS China OE measurements. The analysis combines the domestic and international strategies, based on Balanced Scorecard-Customers, People, Financial, and Internal Business process aspects to re-build operational measurement system of UPS China. And breakdowns on areas from organizational structure, trainings, procedures, and regular periodical reviews and feedback, the protection methods against the new measurement system.This thesis has shown that the restructured OE system has effectively improved the overall process and goal alignments, has resolved disconnects between overall organizational vision with departmental and personal goals, with focus on a balanced development of management and self-initiatives. This will be a very essential tool for future management in operation department of UPS China. This new methodology can also be applied to other express enterprises.
