Nowadays,strategy planning and operational excellence are the hottest topics in the modern enterprise management,which are inseparable.No matter how excellent the strategy planning or operation is,they should rely on each other to achieve the goal.Therefore,the seamless connection between each other has become the biggest chal-lenge that is faced by many enterprise managers.BSC(Balanced Score Card)has solved the problem concerning the link between strategy planning and operational management effectively through six procedures.The procedures are making strategy,planning strategy,transformation plan from strategy to action,target quantization and resource matching,target view and process control,and target review.With these pro-cedures,BSC has linked strategy management and enterprise operation to eventually form a strategic management system which is closed-loop,impeccable and recyclable.In the framework of the closed-loop management system,the managers can decompose strategies into operation processes and provide specific driving indicators for each segment.The combination of perfect strategy and excellent operation would bring an outstanding performance to the enterprise undoubtedly.The research of the link path between strategy and operation leads us not only to pay more attention to the link path itself,but try to explore the closed-loop manage-ment system when the strategies get implemented.Meanwhile,we should deeply un-derstand the framework link function of BSC in strategic formulation,strategic plan-ning,operation plan,resource matching,target formulation,target view and strategy review.In this way,enterprise managers can form the concept of strategy planning and operational excellence from theory and ideology,while understand the BSC,compre-hensive budget management,organization synergy and process management more ful-ly and profoundly,which can get real reference when they start more in-depth theoret-ical research.The research of strategy and operation link path has a great practical sig-nificance,which has effectively solved the problems such as making the corporate strategy workable and operation directional.Enterprise managers can persist the man-agement policy of "moderate operation,sustained development" with effective strategy and operation through the research.Neither strategy nor operation can succeed solely.Nowadays,there are many strategic and operational tools for enterprises to choose.However,the lack of a series theories or frameworks makes them feel difficult to integrate the tools.Therefore,en-terprises usually have a disjointed problem in implementing strategic or operation management,which may make the corporate strategy unworkable and operation undi-rected.The article adheres to the theoretical application of BSC throughout.Mean-while,it interprets the enterprise's strategic map and strategic theme from four dimen-sions:finance,customer,internal operation and learning that based on the enterprise's mission,core values and vision.The enterprise's strategic map and strategic theme can be systematically translated into measurement index,target value and enforceable ac-tion plan,which can translate the relatively unreal strategic goals to a series of opera-tional action plan,and make the strategic goals have strong enforceability.Strategy of enterprise must have a strong connection with the strategy of each business unit and functional unit.The entire staffs must understand the enterprise's strategy and must be encouraged to help the company achieve strategic success.Managers can strengthen strategic communication through contacting the personal goals of the employees and incentive methods with business unit and company's strategic goals.At the same time,training and career development plan should benefit employees to get abilities which can implement strategy successfully.The implementation of enterprise strategy must harmonize process improvement and strategic priorities.Also,the resources required by the business must be aligned with the strategic plan.Operational data,dashboards and meetings are powerful tools to effectively examine whether operation is controlled and strategy is implemented.In addition to regular operational and strategic review meetings,enterprises also need to regularly assess whether existing strategies are ef-fective and needed revision based on the latest operational indicators,competitive situ-ations,and regulatory environments in order to implement the closed-loop manage-ment from strategy planning to operation.In this article,we take company D as the research object,highlight the examples,and solve practical problems to avoid generalities.Combining practice and theory,the article elaborates how company D establishes the link path of strategy and operation based on BSC,which has some significance for other companies.
