Research On The Supervision Of Welfare Lottery Public Fund In Chian

Since the issuance of lottery tickets in 1987,the China Welfare Lottery has faithfully fulfilled the issuance purpose of “helping the old,assisting the disabled,rescue the orphans,financially disadvantaged,and relieving disasters” and strived to complete the important mission of raising public welfare funds.As of the end of 2016,the welfare lottery issued a total of 152 billion yuan in sales for 30 years.We have diversified and raised more than 475 billion yuan in public welfare funds.Welfare funds have been widely used in key areas such as rehabilitation for the elderly,disabled people,orphans,medical care,the Red Cross Society,and relief work in disaster areas,which have effectively promoted the development of social welfare undertakings.However,the problems exposed by the Lottery Public Welfare Fund during the process of fund supervision,distribution,and project use have become more and more prominent,and have become the focus and focus of public opinion from all walks of life and the mass media.This article starts from the background of the development of China's lottery industry,analyzes the current situation of China's Welfare Lottery Public Welfare Fund supervision,and finds out that the main problems in China's welfare lottery public welfare fund are: inadequate laws and regulations,inefficient multi-headed regulatory system,and supporting supervision.The system is not perfect;the issuance and sales model is rigid;the lottery market is vicious;the distribution structure is irrational;the use process is not standardized;and the following issues are put forward: the sound supervision of laws and regulations,the establishment of an independent regulatory body,and the establishment of a sound supervision system.Establish a market-based distribution and sales system,strengthen market supervision of the lottery industry,rationally adjust distribution policies,and standardize project management policies.
