A Study On The Government 's Social Assistance Expenditure

Social assistance is an institutional arrangement to protect people’s livelihood and the last safety net for poor people. June 2015, Ministry of Civil Affairs, the Ministry of Finance jointly issued "opinions on accelerating the development of social work in the field of social assistance". "Opinions" clearly accelerated the development of social work in the field of social assistance guidelines, principles objectives, paths and safety measures. "Opinions" are important innovations in the philosophy, content and methods of social assistance. "Opinions" stressed the importance and urgency 0f social relief work and proposed requirements of increasing government investment.The cause of social assistance is the imbalance of social interests. Governments mainly provide funds of social assistance. Related theories involve theory of poverty,theory of welfare and government social assistance and theory of economic role of the state and government social assistance. At present, China’s poverty-stricken population is 10 percent of the total population by measuring the Martin method. A considerable number of people of rural China are still in absolute poverty and relative poverty. Urban poor central region accounts for a larger proportion of the urban poor. Financial social assistance system is formed a three-echelon(central, provincial and municipal) transfer payments architecture.At present, the total expenditure of government assistance, proportion of the expenditure of rural social assistance, the amount of rescue people, standards and average spending of Subsistence allowances are all increasing gradually. But there are still many problems on government social assistance expenditure. There is a deviation in Social assistance coverage and the actual need. The spending and the level of government assistance are not enough, and the social assistance standards are unscientific. Urban and rural areas and social assistance spending is not balanced and so on. By drawing States which have more perfect social security system, the author puts forward the corresponding policies. First, the government should improve the social assistance expenditure and establish stable and effective growth mechanism. Second, the government should make all levels of government expenditure responsibilities clear, the government also should improve the transfer payment system and focus on the management and supervision of the use of funds. Finally, the government should establish a platform for the exchange of information and to register, expand the coverage of assistance to ensure that the poor receive full and timely rescue according to scientific standards.
