A Research On The Performance Of Urban Social Assistance Expenditure And Their Influencing Factors

Social assistance is the oldest and the most basic institution in the social security system.Since China's reform and opening up,China's social assistance not only got a breakthrough in its institution building,but also had a significant increase in the size of its expenditure.Because of that,it gradually got rid of the past weak position.Now,under the new normal,.the fiscal expenditure is getting more and more tight,while the demand of salvation is increasing,which will increase the difficulty of social assistance.How to promote the performance of social assistance within limited financial resources has become a very important and urgent problem to be solved.At present,the research on social assistance gradually has enriched,but it's not hard to find the fact that it's rarely to find the specific research on the performance of China's social assistance fiscal expenditure.In view of this,this paper chooses the urban social assistance expenditure as the research object,using two-stage DEA-Tobit model to quantitatively analysis its performance from 2006 to 2013,and try to test some probable influencing factors.In the first stage,by analyzing the overall and each province's social resistance expenditure performance,we can found that the performance of social assistance expenditure are not DEA efficient,and the overall trend was decline,which is mainly caused by technological progress efficiency.Specific to each region,the performance of urban social resistance expenditure are different between from each other.In the second stage,which tested the possible environmental variables on performance,we constructed the Tobit model,choosing the performance value as the dependent variable,considering the impact of several variables.According to the results,we agree that the fiscal autonomy had a positive influence on the performance of urban social resistance expenditure.It also show that the social assistance polices around 2008 was also confirmed to have a positive effect on the performance of urban social resistance expenditure.In addition,the unemployment rate,the urbanization ratio and the illiteracy ratio had a negative impact on the performance of the expenditure of urban social assistance.This paper total has six chapters.The first chapter is introduction.It mainly introduces the research background,the significance of the research,the research status at home and abroad,and the content and design of the research.The second chapter is the theoretical foundation of the social assistance institution.Including the poverty theory,the public goods theory,three distribution theory and the theory of performance evaluation.The third chapter is about the condition of our urban social assistance system.From three aspect��the level of total spending,the aid coverage scope and rescue level,this chapter introduces the development of urban social assistance institution.The fourth chapter is for measuring the performance of Chinese urban social resistance expenditure.The fifth chapter is about testing the influence factors effecting the performance of social assistance expenditure.Chapter 6 contents the research conclusions and policy recommendations.
