Research Status Of Sural Social Assistance For Construction

Rural areas in China have undergone dramatic changes since reform and opening up. The“pie” of social wealth is more and more big, however, some poor people in rural areas have not shared it in a larger degree. Economic development cannot enhance the wellbeing of rural poor people fundamentally. A large number of poor rural residents highlight the poverty as a prominent problem. Some villagers are not able to guarantee the basic needs. Therefore, the establishment, improvement and accelerating the implement of the system of rural social assistance can help elevate the villagers’ living standard, give impulse to the construction and development in rural areas and promote the sustainable development of the national economy.The thesis is based on the research on the system of rural social assistance in Feicheng. The main content is listed below.ChapterⅠ: This part mainly analyses the current study and describes the purpose,importance of the constructing system of rural social assistance and ways to study.Chapter Ⅱ: The part refers to the denotation and theoretical foundation of the system of rural social assistance. This part mainly analyzes the regulations on systems by defining theories.Chapter Ⅲ: The part introduces the evolution of the system of rural social assistance.This part concentrates on the origin of the system and systems of rural social assistance in different period science the founding of the People’s Republic, such as in the early years of the Republic, the period of socialist reform, the period of all-round socialist construction,reform and opening up and the current period.Chapter Ⅳ: The part concentrates on the situation of the system of rural social assistance in Feicheng, including the profile of Feicheng, the introduction of system of rural social assistance, the enactment of the regulation on relief and assistance, the system of subsistence allowance, rural Five-Guarantee system, and the center of social assistance, and the analysis of methods and effects of the system of rural social assistance in Feicheng.Chapter Ⅴ: This part refers to problems of the system of rural social assistance.According to investigation, problems are as follows: shortage of fund, different standards between rural and urban area, imperfection in the function and administration of social assistance.Chapter Ⅵ: The part describes systems of rural social assistance at homes and abroad as reference. Maybe we can improve from these experiences.Chapter Ⅶ: The part is suggestions. It is during this period that China’s systems of rural social assistance develops and reforms. The systems play important role on whether the poorcan share dividends of reform. To solve problems in the system of rural social assistance, this article provides the following advises: stipulating the range and standard of assistance consistent with facts, the innovation of the mechanisms, the construction of comprehensive“platform” assistance, the enrichment of ways to assist, helping others by helping themselves,perfecting the management of funds, enforcement of supervision, strengthening and training ranks.
