Since January 1st, 2012, China begins replace the business tax with a VAT in Shanghai implementation. On March 5, 2016, Government report put forward: From May 1st, 2016, replacing the business tax with a VAT Comprehensively, extend Scope of the pilot to four industries: the construction, real estate, financial services, consumer services. From the process, China’s real estate industry reform fully to implement. The real estate industry played a "pull situation as a whole" role in the national economy, the real estate industry related to the rise and fall of other industries, the level of national life, and the size of local government income scale and so on. Replacing the business tax with a VAT is coming, the time has been determined, but the details have not yet promulgated, the short time between rules promulgated and the implementation of the policy to the real estate business lead the reform faces more challenges. In this context, in the focus of the influence of replace the business tax with a VAT on the real estate development enterprises. Focus on the tax burden changes after the reform. on the one hand, provides a path support to China’s real estate development enterprises to the reform; the other hand, Standing on the perspective of enterprise, put forward to countermeasures and suggestions to our reform.This paper analyzes the reform influence of replace the business tax with a VAT by two levels: qualitative and quantitative. The results showed that:(1) Real estate industry`s reform of replace the business tax with a VAT would influence tax burden of operating costs, financial accounting, business model impact.(2) Through the 10 listed real estate companies in the micro financial analysis, found that the VAT rate is set to 6% and 11%,the average tax burden on sample enterprises decreased by 4.28% and 0.33%; When the VAT rate set at 13% and 17%, the average tax burden rose by 1.18% and 4.02%.(3) When calculations the sample company tax, using input-output tables and Statistical Yearbook data, decomposition the real estate input with land transfer tax deductible,the main business costs deductible tax, tax deductible new fixed assets to total deductible tax rates were 60.21%,37.03% and 2.76%, the results show whether the land transfer payments deductible, the cost of the main business enterprise capable of reaching proportions The size of the impact of enterprise is important factors.Before the foundation of qualitative and quantitative research, this paper analyze the possibility of estate enterprises development after replace the business tax with a VAT, and then put forward countermeasures and suggestions as follows:(1) enterprises should pay close attention to policy changes, actively apply for the transition phase of the introduction of local government support policies;(2) to follow the principle of effective tax planning, through the business model, supplier selection, to develop a reasonable price and other methods to reduce the corporate tax burden;(3) improve the corporate financial control system;(4) improve the management level of VAT invoices;(5) improve financial staff expertise.
