March 3,2016,Ministry of Finance,State Administration of Taxation promulgated ?Circular of the State Administration of Taxation of the Ministry of Finance on Piloting the Full Release of the Business Tax to Value-Added Tax?([2016] No.36),Officially announced that since May 1,2016 onwards,the full implementation of the Business Tax to Value-Added Tax(Hereinafter referred to as " the Business Tax to VAT ").It is an important part of our structural tax cuts,which is of great practical significance to eliminate the drawback of repeated taxation of sales tax,open up the deduction chain of value added tax and reduce the tax burden of the pilot industry.In the long run," the Business Tax to VAT " can promote the specialization of enterprises and transform enterprises from "big and complete" to "small and excellent",realize the integration of manufacturing and service industries,promote the optimization and upgrading of industrial structure,In the end,it will promote the development of the tertiary industry in our country." The Business Tax to VAT " is a tax policy,VAT and business tax are two distinct types of taxes.Although the principle is "keeping the overall tax burden in the pilot industries unchanged or slightly decreasing",however,whether the "VAT reform" has indeed had a positive impact on the enterprises during its implementation and realize the original intention of implementing the policy is worth our study and discussion.This article draws on the excellent experience of predecessors,based on the perspective of micro-real estate development enterprises,empirical research methods to test the change in the implementation of the real estate industry.Firstly,this article introduces the purpose and significance of the impact of " The Business Tax to VAT " on the financial performance and financial behavior.Then summarizes the research status of real estate "camp change" at home and abroad and puts forward the research content of the thesis.Secondly,defines the real estate development enterprises in our country and introduce the operation mode of the real estate development enterprises.On this basis,elaborating the system background,setting the theoretical influence on financial performance and the definition of financial performance as the foreshadowing.Thirdly,based on the qualitative research,through data statistics,analyze the financial data of 10 companies in a region,research on the changes of financial performance indicators of real estate development companies under different tax systems.Taking the A real estate development enterprise as an example,analyzing the changes of financial indexes in five dimensions of profitability,solvency,operation ability,growth ability and liquidity.And then analyze the influence on the investment behavior,financing behavior and working capital management of real estate development enterprises.The final conclusion is: after the real estate development enterprises to complete the late sales,fully offset the VAT input tax and the sales revenue has been confirmed," The Business Tax to VAT " has promoted the financial performance of real estate development enterprises,the impact on fixed assets investment of real estate development enterprises is not significant,promoted the financing of real estate development enterprises to financial institutions and the management of working capital.After a detailed analysis of the possible causes of the above-mentioned results,this article gives some suggestions about how to deal with enterprises,which will provide some useful inspiration for the taxpayers in the pilot industries...
