China is a "rich coal, oil-poor, less gas," the Energy Country, the coal industry in the history of China’s industrial development occupies a very important position.Construction of the state-owned coal enterprise performance appraisal system is the relevant government departments of coal production safety supervision of practical needs, the construction of the performance appraisal system can also improve the state-owned coal enterprise management level and competitiveness.Based on the alignment to the company the current performance evaluation system is analyzed, find out the main problems of the company performance evaluation system, using the theory of performance evaluation, find out the method to solve the problem, the redesign of performance evaluation system of the company.This article mainly from the four parts of the problems existing in the company performance evaluation system is analyzed. The first chapter briefly introduces the research background, purpose and significance, and research ideas, methods and thesis framework; The second chapter expounds the related theory of performance evaluation and performance evaluation at home and abroad development situation, "five aspects" for the company (intrinsically safe, quality, technology innovation, resource conservation, harmonious development-oriented) which lay a theoretical foundation for the enterprise performance evaluation system design; The third chapter that the company’s first briefly introduces the basic situation and the organizational structure, and then through the alignment to the company performance evaluation system to fully research and analysis, finally find out the problems of performance appraisal system; The fourth chapter in the third chapter puts forward problems on the basis of "five aspects" of the enterprise performance evaluation system design, first introduced the connotation of the enterprise construction five aspects, and then according to the five aspects:enterprise construction goal and principles of designing the performance evaluation system framework, and using the target management, key performance indicators (KPI) method, Delphi method and analytic hierarchy process (AHP) and other scientific methods to the "five aspects" enterprise performance evaluation index system of index, the evaluation standards and the weight distribution were determined, thus formed the index, evaluation and scientific, fair rewards and punishment system of performance evaluation; Finally in order to ensure the accurate can the company effective operation of enterprise performance evaluation system, and guarantee measures are put forward.
