Enterprise performance evaluation is always a difficult problem and hot spots for the accounting profession and business profession.With the development of market economy and enterprise value maximization idea,traditional financial indicators in the evaluation of enterprise performance,has become increasingly apparent,was too difficult to reflect the actual economic value of the enterprise.EVA,with the difference between the net operating profit after tax and the cost of capital is the enterprise,to evaluate the enterprise to create value for shareholders real wealth,this method is more and more widely used.On January 20,2010,the state-owned assets supervision and administration commission of the state council announced <the new revision of the interim regulations,head of the central enterprise operating performance evaluation>,announced that from the beginning,state-owned assets supervision and regulation of the central enterprises to implement EVA appraisal.In order to better use EVA index,the enterprise should pay more attention to their own based on the use of EVA performance evaluation system.Therefore,how to build a state based on EVA performance evaluation system,build later how to implement,implement effect is how to use,the study of these aspects is of great theoretical value and practical significance.This article selects the D company as a case.Because D Company has a very distinctive features.on the one hand,D company is a central enterprise,has the basic characteristics and operational problems of the central enterprise;on the other hand,it is also high-tech backbone enterprises,the domestic has few such studies of high-tech industries.So this article has certain research value.In this paper,the first part is introduction,including research background and significance,the domestic and foreign research literature review,research ideas and research methods.The second part is the introduction to the theory of performance evaluation based on EVA,including its concept,characteristics,theoretical basis,etc.The third part introduces the state of operation of D company before implementing the performance evaluation system based on EVA,and motivation of D Company about implementing performance evaluation system based on EVA.The fourth sector is the focus of the article,detailed description of the operation of D company of performance evaluation system based on EVA.Firstly,it introduce how to structure the index system of EVA,how to decompose EVA,and build the corresponding functional responsibility center to control the production and operation of company.Secondly,it's priority to conduct the specific process about the evaluation system,how to determine the target value of EVA,how to evaluate the difference between the target and the actual value of EVA.And then the paper comparative and analysis the EVA of the D company from 2010 to 2014.We evaluate the performance of the corresponding functional responsibility centers.In the process of performance evaluation,we compare with ZTE and D company's performance to make sure the result of performance evaluation scientific and objective.Lastly,we apply the result of performance evaluation system based on EVA,including adjust the staff rewards and punishment regulations.Improve the follow-up production and operation activities and promote long-term strategic adjustment.The fifth part is case revelation,on one hand,it introduce experience of D company about operating performance evaluation system based on EVA;on the other hand,it propose the follow-up measures according to the physical truth,to ensure running about performance evaluation system based on EVA.The sixth part is conclusion.This article selects the D company as a case.According to the result of evaluation,D company completes the EVA target,even beyond expectation.But the origin of this good result was developing target approach which exist defect and being too simple.So D company should improve the mode which make target of EVA.Comparing with ZTE,it reflects many problems about D company,like main business was not outstanding,production cycle is too long,and management cost is too high.Those problems lead the lower EVA.D company should solve those problems to improve EVA.On the background of improving evaluation for central enterprises and paying attention to capital efficiency,the paper consults available data,the paper analysis the operation of performance evaluation system based on EVA.,the paper sum up the relevant experiences.At last,my article come up with some points which could strengthen the evaluation system.I hope my article could effectively help to high-tech central enterprises for using the performance evaluation system based on EVA.
