As a kind of effective management system, the performance management system has already become an important method for supervising and restraining the state-owned enterprise’performance in the market economy. And which has attracted more and more attentions for its effect on enterprise competitive advantage. The purpose of this paper is to foster the "people-oriented" management philosophy and improve the effectiveness of employee performance management system, based on the new characteristic of the Chinese Railway Track Maintenance Division. As we know, before the economic transition, the railway track maintenance enterprises’competition consciousness and staffs’work enthusiasm are not compared with the competitive situation. The traditional bureaucratic management leads to the rigid management and destroyed employees’motivation. In order to solve such problems, such suggestions should be notice:1) Setting up a set of performance standards which could embody the characteristics of the new economy and should be suitable for the railway track maintenance enterprise’s practical works management.2) fostering advanced corporate culture and Implementing humanistic management. Taking the Tianjin railway track maintenance enterprise as example, the paper explores such issue as following:First, the paper introduces the development of Chinese’s railway enterprise in the economic transformation period, analyses and summarizes the challenges and opportunities of Chinese railway enterprise, and then provides the suggestion of transforming the traditional enterprise management philosophy in employee performance management, and indicates the importance of the transformation.Second, the paper explores the main issues of performance management system of most Chinese railway enterprises under the planning economic system, and focuses on the example of Tianjin railway track maintenance enterprise. The author considers that it is urgent for the stated-owned enterprise, such as Tianjin railway track maintenance enterprise, to restructuring the new employee performance evaluation index system.Finally, the paper introduces the basic principles of the new employee performance evaluation index system based on the balanced-Scored method. And invites the experts to make adjustment of the index of the employee performance evaluation system, and further adopts AHP analysis method to determine the weight of each index. Through elaborating the idea of restructuring the new employee performance evaluation index system, the paper provides its suggestions for popularizing such management method in the railway track maintenance bureau.
