Market - Driven Policy Innovation And Property Right Reform Of Agricultural Land

After the reform of rural taxes and fees, the operation logic of market economy made public in rural areas. Farmers’ living standards improve, at the same time also faces the loss of population resource and farmers problems such as the alienation of stratification. By inflexible land system and the household registration system and the constraints of farmers’ conservative views, the tension between the logic of the market economy and the existing system to a new height, led to the evolution in dilemma of rural land use. The logic behind the behavior indicates the rural society will face a major shift: On the one hand, the state will depend on the bureaucratic system and the system arrangement is subjected to multiple subjects after baptism of the market economy of rural rational expansion of challenge, embodied in characteristics for the agricultural land use. In detail, the rural land system, including the traditional and the current local land policy "growth without development", "innovation without progress". On the other hand, along with the market rational as well as the national political elasticity level in the countryside further relaxing, farmland policy innovation will reach a new round of high tide. Its main feature is that dares to break through the traditional system and use operation logic of the market. Gradually, it is going to set up an enterprise with enterprise nature, and will be on the path to the market. This kind of change can be regarded as the implementation of household contract responsibility system of land circulation system after another major innovation, this article will be summed up as "market driven policy innovation". Although, in practice, this kind of land cooperatives still faces many difficulties, however, it represents the new direction of future agricultural reform in China. And it is corresponds to the national strategy of comprehensively deepen reform and the allocation of resources that the market plays a decisive role in it. Therefore, it has strong vitality.In this paper, I use the reform about property rights of farmland use in X town of Shandong province as an analysis case. I carry out field investigation in Q, T, J villages and I am in an attempt to restore the significant changes of rural land use practices and analyze its inner logic deduction. Meanwhile, based on the analysis of the case, I verified the proposed thesis hypothesis: After the reform of taxes, the expansion of the market rationality was the logic background that resulted in a volume of agricultural land use. With the passage of the national macro strategy, the positive interaction of multiple subjects will further promote the new localization of farmland policy. The reform mode has strong color of farmers spontaneous and national inclusive, and behind it, market plays a driving role. On the level of agricultural land reform, the country and the farmers reach a tacit collusion that not breaking through the bottom line of institution. With the help of a marketing tool, it will promote agricultural modernization. From the perspective of the interaction between the state and farmers,the current land use reforms of property rights are market driven policy innovation activities.
