| The 18 th National Congress of the CPC has put forward an Innovation-driven Development Strategy,which puts Innovation in a central position of China’s overall development.The 19 th National Congress of the CPC and the 13 th National People’s Congress have started the implementation of the strategy for Innovation-driven Development.The 2018 No.1 Document by the CPC Central Committee has clarified a Three-Step timetable for the Rural Revitalization Strategy.The agricultural innovation-driven enterprises are the main forces in implementing Innovation-driven Development Strategy and Rural Revitalization Strategy.The national sci-tech policies provide not only the support to the institutions but also the orientation for the upgrading and development of agricultural innovation-oriented enterprises.Under this background,it is of great value both theoretically and practically to further study of the impact of national sci-tech policies on the development of innovation-driven agricultural enterprises.This research enriches the related theories of enterprise development,which contributes to the scientific and technological policies for government sectors,and has a guiding role for the development of agricultural innovation-driven enterprises.Agricultural development stage theory,enterprise growth theory,policy tool theory and public policy theory are applied in this research.Based on literature review,this thesis firstly defines the concepts of national sci-tech policy and agricultural innovation-driven enterprises.Secondly,from the perspective of enterprise life characteristics,this thesis analyzes the growth stage policy demands of agricultural innovation-oriented enterprises.Thirdly,this thesis analyzes the supply of national sci-tech policy with the methods of the policy measurement,policy text and social networks.Fourthly,by applying structural equation modeling,empirical study is carried out in the impact of national sci-tech policy on the development of agriculturalinnovation-oriented enterprises since 2000.Fifthly,a DEA-Malmquist model is employed to analyze the efficiency of sci-tech policy on the 10 agricultural innovation-oriented enterprises from 2007 to 2016.Finally,based on the research findings above,a technology and policy strategy of supply and demand docking is designed to promote the development of agricultural innovation-oriented enterprises.The major innovations are as follows:(1)The influence of the national sci-tech policies on the development of agricultural innovation-driven enterprises is studied from the two perspectives of demand and supply.This thesis expands the concept connotations of the national sci-tech policy and the agricultural innovation-driven enterprises,constructing a double-chain-four-base genetic model of agricultural innovation-driven enterprise and a five-stage life cycle model.Based on the previous research findings,the theory of life gene is introduced into the agricultural innovation-driven enterprises.Combining the characteristics of the agricultural innovation enterprises,a genetic model with four bases is established,with knowledge and capital as double chains,and with the training ability of agricultural talents,the agricultural technology renewal power,the agricultural organization evolution force and the agricultural resource integrative power as a four-base genetic model.Using the life cycle model of enterprises,a five-stage life cycle model is constructed in agreement with the development practice of agricultural innovation-driven enterprises;thus enriching the theory of agricultural innovation enterprise development.(2)By employing the structural equation modeling,this thesis constructs an influence model of the key factors of national sci-tech policies on the development of agricultural innovation-driven enterprises.Based on the systematic analyses of policies of tax preferential,financial support,R&D,technology investment,talents,social service,intellectual property,and of the influence of the seven kinds of scientific and technological policies on the external environment of agricultural innovation-driven enterprises and the technological innovation ability of enterprises,the thesis puts forward a impact hypothesis of the seven kinds of scientific and technological policies on the external environment and technological innovative abilities of agricultural innovation-driven enterprises.From the perspectives of the supply of national sci-tech policies and the demand of agricultural innovation-driven enterprises,a questionnaire is designed to investigate the impact factors of national sci-tech policies on the development of agricultural innovation-driven enterprise,andan empirical analysis is made to verify the relevant propositions of the national sci-tech policies to promote the development of agricultural innovation-driven enterprises.In order to further measure the impact of the national sci-tech policies on the agricultural innovation-driven enterprises,the DEA-Malmquist model is applied to analyze the overall supply efficiency of sci-tech policies and the policy absorption efficiency of the 10 agricultural innovation-driven enterprises by using the comprehensive methods and the analysis results.(3)This thesis constructs a scientific and technological policy strategy model of "government-related enterprises-public",which will contribute to both the national sci-tech policy making and the development practice of agricultural innovation-driven enterprises.Based on the countermeasures for the national sci-tech policy supply,the implementation of national sci-tech policy and the growth of agricultural innovation-driven enterprises,a multiple-subject sci-tech policy strategy model of "government-related enterprises-public" is established,and the symbiotic and reciprocal relationship between the subjects is explored and the content of scientific and technological policy is enriched.In order to deepen the study of the influence of national sci-tech policy on agricultural innovation-driven enterprises,it is suggested that the regional characteristics of agricultural innovation-driven enterprises,industrial chain differences and other factors should be taken into account so as to further expand the relevant research on the ecosystem of national sci-tech policy. |
