A Study On The Performance Evaluation Of Financial Expenditure Of The Main Functional Areas In Yunnan Province

In our country, promoting the construction of the main functional areas is able to break the current national spatial disorderly development, resource depletion and ecological damage to the environment and many other issues of regional economic development constraints, and it is also the current and future period of important strategic initiatives of time. "National Planning main function" with the introduction of both the policy level and practical level have attracted much attention. However, due to the policy lag, plan introduced from 2010 to date, local government wanting to promote the construction of the main functional areas of specific policies are not common, and we urgently need to develop national spatial use of efficient, orderly and sustainable development pattern.Eighteen Third Plenary Session of the Party put forward unswervingly implement the main functional areas system.Eighteenth session of the Fifth Plenary Session gave "green, share" concept of development, and stressed the need to increase the supply of public services, accelerated the construction of the main functional areas. In the case of Yunnan Land development and utilization of space yet, according to central planning and construction of the main functional areas, in January 2014 the governmentintroduced the "Yunnan main functional area planning" file. On this basis, the writer selects appropriate quantitative indicators and constructs fiscal expenditure performance using factor analysis,thendivides the development areas and restricted development region covered 16 City of Yunnan Province into two groups, classification and evaluation.According to the results of the evaluation results and the actual implementation of the main functional areas,figure out how to more effectively promote the construction of the main functional areas in respects of the financial institution, security and other policy measures,and how to improve the financial performance evaluation and management system in the construction of the main functional areas.
