Research On Government Function In Shanxi Coal Industry Transformation

As we all know, Shanxi has rich mineral resource, especially coal resource. As the most important energy base and coal chemical industry base, Shanxi has made contribution to the economic development and the people’s livelihood in history. However, due to excessive dependence on coal resources, Shanxi’s economic development has been severely constrained. Now, Shanxi is in the critical period of development in transition, but also in the reform of the deep water. Therefore, we must clearly recognize the importance of a smooth transition of the coal industry decides the transition of the economy in Shanxi. There has been many problems such as resource depletion seriously, irrational industrial structure and so on, but the most important is the relationship between the government and the market. According to the logical relationship between the government and the market, the transformation of government functions is the key to the relations between market and the government and it is also the important step to break the plight of the coal industry restructuring.Firstly, through literature research and historical research, and make the relationship between government and market development in Shanxi coal industry as a starting point, I analyze the evolution path and evolution character of relations between government and market in the coal industry development after the new China, it will discuss in four aspects: the initial development, the transition development, market development in initial period and transformation development.Secondly, my research is based on the new public management theory, I use the standard research method to define clearly between the government function location and the target of government functions transformation. On this basis, our research use empirical approach to analyze the problems of government offside, government dislocation and government vacancy, at the same time, I also analyze the obstacles of ideology, institutions and interests in the transformation of government function.Finally, I will discuss how to enhance the efficiency of government functions, improve the government’s decision-making system, construct the functions of the government supervision mechanism and cultivate reserve forces in transformation development. I hope this article can play a reference role in Shanxi or the similar areas. In the meantime, I hope this article can provide a theoretical basis and practical basis for the government and the market in clarifying the relationship, the transformation of government functions and the process of policy measures.
