A Study On The Role Of Government In The Transformation And Development Of Coal Mine Enterprises In Taiyuan

Taiyuan is the capital city of Shanxi Province.Coal is one of the dominant energy of the city,which has a long history of mining.Since 2012,the coal market have experience a downturn and the coal prices have been cliff down,coal mining enterprises is in trouble.To consider the local economic development and employment of workers,part of the state-owned enterprises have to hold on to the production.But the rest of the small businesses are forced to stop production and impose unpaid leave on staff due to serious losses.Meanwhile,mineral production dropped significantly and wages of workers also shrunk,Most enterprises exist in arrears of wages and the phenomenon is increasingly serious.In order to further improve the role of the government in the transformation and development of coal enterprises in Taiyuan City,this paper analyze the merger and reorganization of 64 coal mining enterprises in Taiyuan City in 2013-2015,these did not participate in the merger and reorganization of state-owned large mines.The results show the current situation of the coal mining enterprises in Taiyuan City.Although the economic benefits are affected,the staff turnover of state-owned resident mine changes little,the enterprise can still run.Coal mines which has been in mergers and reorganization is difficult to put into production,even if the coal market boom.Incomplete documents and infrastructure work make it difficult to carry out production activities.New coal mine is actively improving the procedures and infrastructure work,but it is also difficult to meet normal production demands.In order to solve the production difficulties of coal mining enterprises,reduce the burden on enterprises,governments at all levels have introduced policies,through the administrative means of macro-control coal market,in order to solve the coal market downturn,enhance coal prices.Through the analysis of the impact of the administrative measures of the "zombieenterprises",the three measures to reduce the burden of production,the implementation of the "276 working days",the reduction of the burden of the policy can only be a certain extent On the ease of coal mine enterprises pressure,failed to help coal mining enterprises to solve the dilemma;to produce capacity to resolve the problem of overcapacity,making the coal market began to pick up;"Camp increase",the overall tax burden of coal enterprises decreased,but also led to increased costs,The actual profit will be reduced.And further play the role of government to promote the development of coal mines,this paper from the government,enterprises,workers put forward three suggestions.First of all,the government should continue to improve the implementation of the relevant measures to the production capacity,and actively deal with the merger and reorganization of coal mine problems,and improve the coal mine enterprise exit mechanism.At the same time,the government should do a good job of economic transition,and coordinate the development of mining economy and ecological environment.Second,the government can guide coal enterprises to replace or reorganize production capacity to encourage the transformation of coal enterprises,and help enterprises get the job done efficiently in closing mine re-development and management.Finally,the government should guide the coal workers reemployment.On the one hand,the government can build a platform to encourage workers to self-employed,on the other hand,the government,and enterprises resettle the those who cannot be self-employed properly.
