The Study On Transformation Of Government Function In The Process Of Low-Carbon Undertaking Industrial Transfer In Chongqing

Accelerating process of economic globalization, rapid adjustment of global industrial structure are speeding up the flow of factors of production and products in the region, the industrial shift also occurred more frequently in international and interregional, now Western China is in the upsurge of undertaking domestic and international industrial transfer to climax. Rapid economic development is a double-edged sword, as well as promoting the progress of human society, and a variety of ecological and environmental problems followed, excessive emissions of greenhouse gases blamed for global warming and sea level rising excessive use of resources and energy use low rates caused severe damage to ecological environment, which seriously endangers human survival so that Low-carbon development as one of the effective ways to solve the crisis of human existence. In the context of deepening reform in China, transforming the economic growth pattern to achieve Low-carbon development and undertaking industrial transfer are the important part of promoting the structures of regional economic and social take the strategic adjustment, realizing to upgrade and optimize about industrial structure in the Western region. An important position in the Western region, Chongqing has its special situations making it the industrial optimization and upgrading, Low-carbon development in the Western region, as well as undertaking industrial transfer spots. How to relocate to industries, what should play role in the transfer of industries, why the change of government functions, how to transform function of Government are key research questions about studying on the transformation of Government Function in Undertaking Industrial from the perspective of Low-carbon development in Chongqing.This paper bases on public management, regional economics, industry economics, industry transfer theory and Government functions theory and Low-carbon theory of related knowledge for theory based, relies on analyzing the Government functions of status of undertaking industry transfer process in Chongqing, described dilemmas that exists in exercise of the Government functions about undertaking industry transfer in Low-carbon development in Chongqing, for charting specified course about exploring achieved paths of government functions change. Based on the logical starting point for the transformation of government functions in undertaking industries to relocate from the perspective of Low-carbon development, this paper builds interaction mechanism about carrying on industry transfer and Government function transition, and remakes the government function positioning following three dimensions:before undertaking industrial transfer, in the process of undertaking and the last of undertaking industrial transfer. On that basis, the paper presents systematic thinking about the transformation of the functions of the government from the perspective of Low-carbon development in undertaking industrial transfer, analysis and builds the conditions of realization of the transformation of government functions, as five major functional areas in Chongqing for an example, propose the specific path of transforming the functions of the government in undertaking industrial transfer from the perspective of low carbon development.
