Study On The Employment Problem Of Resource - Exhausted Cities

Employment is the root of the people’s livelihood.All previous government leaders have attached great importance to the work of employment.The Employment Promotion Law of the people’s Republic of China began to take effect in January 1, 2008, marking the promotion of employment status was formally established in the form of law. The eighteen major reports of the party put forward to the implementation of employment priority strategy, to do everything possible to promote the multiple forms of employment.Resource-exhausted cities once grew rapidly on the mineral resources development and construction,this development pattern tends to gather a large number of labor in the mining industry.With the gradual depletion of mineral resources,often caused by the "mining cities and towns decline",the more serious problem of employment and Re-employment,and has a strong specificity and complexity.This has become an important obstacle to the sustainable development of cities.It can be said that the employment of resource exhausted cities is a difficult problem in China’s employment problem.In this paper, the author takes the employment problem of resource exhausted city as the breakthrough point,expand and deepen the research on the employment problem in our country.Dongchuan District of Kunming city is one of the 32 resource exhausted cities under the State Council for the second batch of the state council.Dongchuan has experienced the special historical process of the city and the mining area,and it is the only one in the country. The research on the employment of Dongchuan has a strong theoretical and practical significance to the transformation and development of China’s resource exhausted cities.From the perspective of public policy,based on the Smith policy implementation model,Comprehensive use of literature research, empirical research and comparative research methods,from the policy itself,the executive agencies,target groups and environmental factors,analysis and evaluation of Dongchuan District in the past 20 years of employment policy and status.And then pointed out that there are three problems in Dongchuan District,which is Unemployment is outstanding,difficult to re-employment and Irrational employment structure,and analysis of the reasons,at the same time,through access to information,from the beginning of industrialization in western developed countries for reference,and then put forward recommendations to build employment priority public policy system,the establishment of government, training institutions,enterprises cooperating employment service system,and promote participation in employment,the employment environment and other aspects of optimization.
