The transformation and development of the resource-exhausted cities is a common issue that human beings have encountered during the possess of industrialization. The typical characteristics of these cities are exhausted resources, difficult industrial transformation, social problems and serious ecological damage. To realize the overall update in industrial transformation and construct the industry structure in the form of traditional advantage industry and alternative industry, it must attach great importance to the leadership of central and local government in the process of industrial transformation and upgrade traditional advantage industry, meanwhile, and cultivate and develop the newly-alternative industry. And measures to ensure the successful industry transformation and upgrading in Dongchuan District should be put forward:striving for the government support in finance, tax, investment&financing and land policy, improving the construction of basic facilities in roads and parks, enhancing the organization building and strengthening the construction of talent team.
