Research On Employment Elastic And Countermeasures For Resource-exhausted City Fushun

The employment problem have always been under the focus of public concern, and the employment problem of resources-exhausted city is more and more prominent in recent years. The research of the resource-exhausted city employment problem in this paper, we put the city of Fushun as the typical. Through to the analysis and study of industry structure and employment structure development trend, correlation of output growth and employment growth, employment elastic in three big industry and its internal each big industry in Fushun, we found city’s economic development and employment development is non-synchronously. Under increasing trend of economic output, employment number is in declining, that’s say that the economic growth of Fushun city can not create more employment opportunities, but crowd out of jobs.Through the analysis of employment elastic in three big industry and its internal each big industry in Fushun, we found that it is the third industry that is the strongest industry to pull employment in Fushun city. And in the internal of the second and third industry, different industry also showed a different pull function. In the second industry, the average employment elasticity coefficient in industry is significantly greater than that in the construction industry, that is to say there are more opportunities for employment in the second industry, all the main units should be preferred in the industry to absorb employment, and the industries that play a positive role in employment growth in the internal of the third industry in Fushun city include transportation industry, information transmission, computer service and software, accommodation and restaurant industry, financial industry, lease and business services, scientific research, technical service and geological industry, water conservancy, environment and public facilities management industry and so on. Different industry produces different pull function.Simply relying on economic growth can’t realize the coordinated development of the economy and employment; to increase the employment elasticity is another important way to improve employment. So in this paper we put forward the following measures:to adjust the three industrial structure based on the employment elastic, to optimization Internal structure of the second and third industry; to adjust the ownership structure, and develop non-public sectors economy; to adjust enterprise structure, and encourage to develop small and medium enterprise; to improve employment of flexibility in all methods; reduce leisure on-the-job; improve the quality of the labor force; explore labor-transfer way actively; implement reemployment preferential policy and so on.
